I see you have a formula in both columns G and H (plus unique formulae in cells $D$3,$G$2:$G$3,$G$6 and $I$6) but I'm not clear what you're trying to do here, sorry.
Please edit your original question to explain how MS, Issue and Target quanties are related and what your daily "balance" involves. Hopefully then I or someone can suggest a better approach.

Hi John
we have customer ship date in column B & requirement in no of pcs for that day is seen MS that is C column , pls ignore column D , column E refers to issue no of pcs for the day shown in column F ,
Balancing :
i need to issue no of pcs as per target [E] by picking no of pcs from [C] in top order only or sequence that is [MS ]
for Example , on March 21st i need to issue 500 pcs , we have 132 pcs in Apr 6th & 548 pcs in Apr 7th
add 132 +548 = 680 , but my issue target is 500 , so 180 is remaining which is brought forwarded to next day shown in [G]
22nd March issue is 500pcs , i have already 180 , so 500 - 180 = 320
320 to be picked from [E] but we have 575 on Apr 8 th , here 575-320 =255 remains which brough forwarded to next day [G]
in similar way by top sequence picking is done
i hope i have clarified , any doubts , i can clarify
