Is anybody familiar with Excel project that manages to prioritize enrollment of children to kindergartens (assigning a child to the correct kindergarten by different criteria)?

I'm sure Excel could prioritise entrants to kindergarten(s) but I don't know of an exisiting solution. Please edit your original Question above to:
1) define the priority criteria/rules or weighting (e.g. entrant has a sibling in that kindergarten > lives within x km of location > is aged over 2 years or whatever)
2) provide a sample Excel file including data on imaginary applicants (each with at least data associated with each priority criteria). You can do that via the "Add Files to the Post" below the Question text.
3) Give us an idea of your level of knowledge of Excel / VBA.
Hopefully then I or another contributor can suggest a suitable solution.
