Why, when opening a second workbook, does it not open in a new window. I set the option to open in a new window, however, it only does so when it feels like it. Dumbest thing Microsoft has ever done to Excel.

Your profile doesn't indicate which version of Excel you use but in my 365 a new file opens in a second window (but within the same instance so Undo can act on one workbook then the other, dependent on the sequence of actions).. I guess it's more efficient memory-wise to use the same window/instance for several workbooks.
Your profile doesn't indicate which version of Excel you use but if you really want to have new instance per file and have independent Undo say (and are prepared to meddle in the Registry), you may find the solution in the Microsoft article How to force Excel to open in a new instance by default. As always, it's a good idea to back up the Registry before making changes.
