If you're referring to a shared workbook, then see the Microsoft guidance on (legacy) change tracking, here: Track changes in a Shared Workbook.
In Excel365, seems Microsoft has replaced that with co-authroring but I haven't had need to use that yet. See Microsoft guidance Collaborate on Excel workbooks at the same time with co-authoring
