I want to know can you copy a sheet that is already formatted and includes drop down lists in 2 columns, the header and footer and rows to repeat for printing, and apply to 32 existing sheets with the same column setup.

What you want should be possible (assuming we know what you are looking for). Please edit your question above to clarify* what you are looking to do (and preferably attach a sample Excel file using the Add files... button which is below the Question when editting).
* E.g. by "Dropdown list" are you referring to a column filter or data validation in the cells of that column? Assume you want a single top trow to repeat in each printed page per sheet but are there only 32 more sheets in youtr workbook? Is all formatting to be copied to the 32 sheets? Do the 32 sheets have the same numbers or rows and columns?

When you right-click a tab and select Move or Copy a copy of the entire sheet will be made, including even whatever macros are stored in the worksheet's code module. However, if you select everything in a sheet, copy and paste it to another sheet only values and some formats will be transferred.
So, yes, you can make as many copies of a template sheet as you like but you can't copy everything from a template sheet to any other sheet. That's because when you copy from one sheet to another the other already exists whereas when you create a copy of an existing sheet a new sheet is created in the image of the original.
