Multi team Multi lane monthly bowling schedule

I wish to make a fair schedule for 14 bowling teams that play once a month and use 4 lanes. Lanes are paired to 7/8 and 9/10. 8 teams belong to division 1, the remaining 6 teams belong to division 2. The start times are 6.30pm, 7.30pm, 8.30pm and 9.30pm. So teams 1 & 2 of division 1 will play lanes 7/8 whilst teams 1 & 2 of division 2 will play lanes 9/10. The next month they would play different teams of their own division on the other lanes and at different times. There are 10 sessions of bowling.

The object is to ensure that each team plays (as much as possible at least) fairly spread over start times and different teams within their own division and spreading the pairs of lanes fairly as well.

Hi Gary,
On average a 4 person team bowling 3 games needs 2-1/2 hrs to finish. Given that, I don't understand how the 6.30pm, 7.30pm, 8.30pm and 9.30pm start times would work. 1 hour would only allow for 1 game. I have a couple of questions that need answering before I can offer a possible solution.
1)  How many teams bowl per night? 4? (2 Div. 1 & 2 Div. 2) Or all 14 teams?
2)  Do teams bowl 3 games per night, or just 1?
