Two way variable keeps repeating the same value

Hi guys 

I am trying to set up a two way variable which is pretty straight forward , however it is giving me the same value through out the table. I checked the formulas and it is set to automatic. and I also tried switching the rows and columns . Could someone please help. I have also attached the file .

When you enter =TABLE(B25:B26) in a cell of your worksheet Excel will tell you "That function is not valid" and highlight the word "TABLE" in your formula, and that is the problem with the table you have created. The surprising thing, really, is that it gives any result at all. Clearly, it should return an error.

So, to improve the performance of your analysis it would be necessary for your formula to (a) be a valid formula and (b) somehow express what you wish to be calculated. You might find guidance at Ecel for Dummies or Miscrosoft for Office
