Clear everything, after line 44 and it will look the way you want it to look. The second file has formatting that goes down a lot of rows and that is what is causing the issue.

Select row 44 and then hit Shift + Down Arrow and then hit Alt + h + e + a to clear everything from the cells.

You can also go to the Home tab > Clear > Clear All to clear the selected cells.

So, the 2 files are not same. 1.The Populated file has not HEADER, the other does 2. there are not defined print ranges - which would greatly help you in most situations. I can only assist with 2010 version as I don't have 2007 but it should be fairly similar.  Go to Page Layout, Print Area, Set print Area (this is where you would highlight your area you want to print. ( you can also set up Print Titles, Rows to repeat at top, Columns to repeat at left or both).  If your data size changes (you added or delete rows), you may need to revise your print range!  You can also adjust the SCALING (under Page setup) to change the size (Shrink ~ less than 100%; Enlarge ~ Greater than 100 %) OR you can also use the 'Fit To' pages.  Good luck. Please let us know if this helps.
